Our Kūhiō Park Neighborhood is Growing!
In 2011, The Michaels Organization entered a public-private housing partnership with Hawai‘i Public Housing Authority to revitalize the Kūhiō Park community. Utilizing private funds, low-income housing tax-credits (LIHTC), and other sources, the first phase of this effort included $135 million in capital repairs to two 16-story towers with 555 low-income housing units.
The second phase of the Kūhiō Park revitalization includes a masterplan that builds off the Final Kūhiō Park Neighborhood Transformation Plan that was completed in October 2014 and funded by a $300,000 Choice Neighborhoods Initiative grant provided by the U.S. Department of Housing and Urban Development.
The Transformation Plan was the result of extensive community input from neighborhood residents, civic leaders, Kalihi-Pālama and Kalihi Valley Neighborhood Boards, City and County of Honolulu and State of Hawaiʻi agencies, as well as private and non-profit stakeholders from the community.

The proposed redevelopment sits on a 9.78-acre portion of the 22-acre Kūhiō Park neighborhood that will replace the existing 176 units in 33 buildings with up to 650 units in 4-, 6-, and 8-story buildings, plus one 16-story building, with a mix of 1-, 2-, 3-, 4-, and some 5-bedroom configurations.
The master plan vision will be deployed in eight buildings through three phases. Phase 1 consists of the four buildings closest to the School Street entrance. Construction for Phase 1 is anticipated to start mid-2024 and near completion in mid-2026. During construction, the $400M redevelopment will provide many temporary construction jobs, and upon completion, support many additional permanent positions.
With a mix of housing prices to support the Public Housing residents and renters earning 30% to 80% of Area Median Income, the brand-new Kūhiō Park Low Rises and Homes will not only benefit the new tenants, but the larger Kūhiō Park community with more contiguous open space, increased access and public transit, safer streets, and an improved neighborhood identity.
